Mr. Houston graduated with honors from the University of California at Los Angeles, where he majored in Economics and History. In May 1986, Mr. Houston received his Juris Doctor with honors from the Arizona State University College of Law. Upon graduation, Mr. Houston accepted a position with the law firm of Teilborg, Sanders & Parks, P.C. and was admitted to practice law by the State Bar of Arizona in October of 1986. Mr. Houston is also admitted for practice in the Federal District Court for the District of Arizona and the United States Ninth Circuit Court of Appeals.
While at Teilborg, Sanders & Parks, Mr. Houston initially practiced in the defense of medical malpractice claims. During that time, Mr. Houston tried 16 cases to verdict in the Arizona Superior Courts. In 1989, Mr. Houston shifted his emphasis to the field of workers’ compensation defense. In the last eight years, his practice has been limited exclusively to the representation of employers and insurance carriers before the Industrial Commission. In April 1995, Mr. Houston was certified by the Arizona State Bar as a specialist in the field of workers’ compensation law.
In 1993, he was named as a partner/shareholder with Teilborg, Sanders & Parks, P.C. Mr. Houston was responsible for heading the firm’s workers’ compensation section and recruited 15 insurance company clients and eight self-insured employers. Mr. Houston’s responsibilities included management of the two attorneys practicing exclusively in this field.
In February 1998, Mr. Houston left the firm to participate as a founding member of Jardine, Baker, Hickman & Houston, P.L.L.C. Today, Mr. Houston continues to practice exclusively in the field of workers’ compensation defense.
Mr. Houston also holds several positions with the Arizona State Bar Association as a volunteer lawyer. For six years, Mr. Houston participated as an arbitrator in fee disputes between attorneys and clients. Currently, he serves as the Educational Director for the workers’ compensation section of the Arizona State Bar.
